A cost analysis must be completed to determine whether a public entity can contract with vendors for services such as subsitutes, transportation, or food service. Refer to ORS 279B.030-036

Micro - Up to $10,000
Typically does not require quotes/competitive bids, but still must be reasonable and prudent

Small - Between $10,001 - $250,000
Requires quotes and/or bids

Sealed Bids & Competitive Proposals - More than $250,000
Formal solicitation process and evaluation of bids or proposals
