From Rhonda Allen's beginnings as an accounts payable clerk at Harrisburg SD, she has consistently sought growth and knowledge, rising to her current role as Director of Business and Fiscal Services at North Santiam SD. She is a respected leader, known for her high ethical standards, her willingness to lend a helping hand, and her unwavering commitment to supporting the success of others. Through her involvement with the School Finance Academy, Rhonda has mentored and nurtured countless professionals, always offering relevant guidance with kindness and understanding. Linda Darling was honored by President Christina Irish for her dedication and contributions to OASBO that have been nothing short of exceptional. As a board member, Linda served with unwavering commitment. In these uncertain times, when clarity and precision were paramount, Linda's guidance and unwavering support provided much-needed stability. Her tireless behind-the-scenes work ensured that our schools and districts had the financial strategies necessary to navigate the unknown and continue to provide excellent service to our students. ![]() 2023 | David Moore
David Moore has served in public education for 28 years. As the Chief Financial Officer for Tigard-Tualatin School District, he is an outspoken advocate for public education, a leader among peers and often one of the first to offer support and guidance to new business managers. David has spent hours advocating at the Oregon Legislature. He serves as the Chair of the OASBO Audit Committee auditing the Association's finances. Colleagues of David's say he treats everyone with respect, kindness and patience. That he holds himself accountable and crafts questions for clarity to get answer that help all schools of all sizes and locations. David is a true champion for students in Oregon. ![]() 2022 | Angie Peterman
Angie Peterman was awarded the Outstanding Service Award in 2022. Her service to the association, mentorship to many, and advocacy for K-12 education will have a lasting legacy. Her retirement in June of 2022 has given the association an opportunity to reflect on the positive impact she's made. Her friendliness allowed members to feel welcome as they began their careers and provided a sense of community for OASBO that continues to develop and support business offices. Angie's ability to keep the focus on serving kids meant she represented all kids, in all sizes of districts, across the state. And OASBO and its members were the beneficiary of her networking with fellow state and international ASBOs that allowed her to bring great ideas back to Oregon. Her former superintendent said that she is one of the hardest working, most dedicated and honorable people he has ever worked with. Over her career, she exemplified the highest professional standards and integrity in her work. She went above and beyond to give of herself to help others learn and become better in their roles and did so with pleasure. Elizabeth Michels was a dedicated mentor for the New Business Manager Institute, served on numerous OASBO committees and presented at many conferences. She spent her career advocating for public education and students and we honor her with this award as she enters retirement from Tigard-Tualatin School District. ![]() 2019 | Gayellyn Jacobson
Gayellyn Jacobson was awarded the Outstanding Service Award in 2019 at the Annual Summer Conference. Her nominating team wrote “I have seen her work tirelessly for the advancement of students in both ... the district and the entire state. She has encouraged networking with other professionals; served on multiple OASBO committees; and served as a mentor and done numerous presentations at state and national levels. She is passionate about sharing knowledge and interested in new perspectives; she empowers those around her to succeed.” ![]() 2018 | Claire Hertz
At the Annual Summer Conference, the OASBO Board of Directors awarded Claire Hertz with the 2018 Outstanding Service Award. She was nominated by the superintendent of Beaverton SD, Don Grotting. Don noted in his nomination, "Claire is committed to all students and their success. For years she has been engaged in the district's equity work and diligently works to bring that lens to the challenging work of creating and balancing an annual budget. She brings a deep spirit of service to all that she does on behalf of children." Partner Service Award

David McKay, of HMK Company works hard to learn and educate districts on new innovations in the construction industry. David is constantly looking for quality products to incorporate into existing and new construction buildings. There is much that can be said about his competence, but the first thing we all think about David McKay is his integrity. He is truly dedicated to providing his clients, 110%. HMK has consistently gone above and beyond providing support for OASBO members. David shares resources with everyone - not just customers. He has both led and facilitated training for members and serves on the Associate Member Committee. When asked what we as an organization can do to better serve our partners, his answer has always been “We are here to serve you. What do you need?” President's Award

Mike Wiltfong has spent the last 17 or so years serving the Oregon Department of Education. His hard work and thoughtfulness have changed the relationship school business offices have with ODE into a collaborative, open, and partnered system. ODE is now an agency that embraces and encourages districts to reach out with questions, share information, and provide feedback. Mike's commitment to supporting OASBO in that endeavor is remarkable. His willingness to present at our events, encouragement of his staff to get involved, and ability to gather the right people for discussion is truly appreciated. We are all better for Mike's work at the state level. ![]() 2022 | Carol Samuels
Sherry Ely presented the 2022 Presidents Award to Carol Samuels. Carol has been a steadfast supporter of OASBO for over 30 years. She has provided countless hours of professional development to business officials in the area of PERS, GO Bonds, and all other types of financing a district might need to pursue. Not only is Carol a fount of knowledge - one of her exceptional qualities is that she doesn’t know a stranger. She is a caring and accepting individual and continues to give to school business and OASBO. ![]() 2021 | Russ Allen
Olivia Meyers Buch recognized Russ Allen for his hard work and dedication to our association. He has served in public administration for 28 years, all but six of them in K-12 education. In addition to managing all aspects of school business and operations for two school districts and now an ESD, Russ has also served as an OASBO Zone director, is a member of the OSBA Finance Committee, the OASBO Professional Development Committee and is the OASBO Legislative Committee Co-Chair. Lori Sattenspiel is recognized for her hard work and dedication in helping all schools across Oregon at the state level in moving bills forward or not moving bills forward, depending on what we as a whole wanted. Tami Montague awarded Olivia Meyers Buch the 2018 President's Award. Olivia received the award in part because of the continuous service to OASBO chairing the Professional Development Committee and the Promising Futures Scholarship Committee.
